I believe that FIFA it self was not bribed, perhaps only some of the 22 individual voters were "influenced". I am sure that it will be very difficult to find any trace of that "influence".
The irresponsibility of not measuring the consequences is what surprised the world. Air-conditioning stadiums represents a huge health risk in this region in the summer months. Any exposure to the natural weather conditions during those month are a high risk on its own, similar to organizing the event in lunar capsules.
