Clout is not bribes! Yet, I agree with you "wasta" is a form of corruption. The thing is many do it out of courtesy as it's kind of a cultural thing. Saying this, many public awareness is taking place now to eliminate this on government sector through the general secretariat of the ministries council. Still, many continues to do so with justification that normal procedures is bureaucratic and can delay work.
