Canada is a great place to live in terms of the freedom and security you will enjoy. Depending on where exactly you settle in Canada, the weather can be less than ideal. I am sitting in Toronto (Ontario) right now and it feels like -17 degrees with the wind. And Toronto does not get the worst weather in Canada, by far. But that weather only lasts for 3 or 4 months and the rest of the year is generally nice enough. The traffic in Toronto is also very bad. Many people spend 2 hours a day to get to and from work. Other cities are not nearly as bad in this sense.

The federal skilled worker program is very difficult to get into right now. The Quebec program or one of the other provincial programs would be the way to go. Most require you to have a job offer first, though. That's why your lawyer mentioned Quebec. Job offer not mandatory. If you have family in Canada, there may be the sponsorship option to consider.
