Unlike Saudi, there is not a fixed dress code here. But people here expect foreigners to dress modestly
Like i written earlier,Dress code differs from one area to another and can be tricky. that area in particular is inhabited by most conservative locals.
In this particulate case, the secuirty women had no right to do so without official notice.
