Britain had the kind of similar dilema in the 60's where a large number of Migrant workers were brought in from the Commonwealth countries to help with the growth of the country, When they saw that most single men were saving every thing and sending back to their native countries they allowed them to bring their spouses and children then allowed them to become citizen of the UK.
So to cut the long story short now those immigrants became an asset to the UK as their families are there in the UK so the money they earn stays in the UK.
Maybe the Arab (GCC) world needs to wake up the fact and accept the expatriates as equal partners rather than (looting) working guests.
