guyyyyyysssssss i need urgent help

I have a gtx 295 wich is not working

anyone knows how to fix it ?

or anyshop that can fix it please i need help i am ready to pay some cash :) 

when i put it in the slot and connect my monnitors it just shows red light the fan is sometimes at ful speed and can't seem to get it started  :/
