In the UK its almost the other way around. Skilled labourers (joiners, plumbers) etc are fetching large premiums because of staff shortage; not many people want to do it as there are more "prestigious" or easier options out there.
But I can imagine in Qatar where there is an abundance of cheap labour they pay is also low. Basic economics: supply and demand.
As for different nationalities being paid differently; one obvious reason is the cost of living back home. Most people come to Qatar to save up money; and if things costs 3-5 times more for a person from Europe, say compared to someone from Asia, then salary would have to be higher for the European to have the same motivation to move as the Asian. Presumably companies prefer Europeans or Americans in certain positions to Asian, else they would simply higher the cheapest Person.
