I got the answer from the ministry of environment website. It mentions the below in one of the pages:

"Finally, the Ministry of Environment is asking people who might see this type of sharks in Qatari marine waters to identify the location and time to provide the information through the call 998, so that professionals could follow the necessary procedures."

So after all, it was the billboard for identifying certain animals & birds found in qatar and reporting it to the environment.
