Adding a Zero at the front would not change the number only make it 6 digits for standard analysis, I expect if you had number plate 125 it would change it to 000125 so the database is comparing standard data.
Your ID is unlikely to have and violations, because anyone can drive any car, the violation could be your wife, your workmate the garage who knows, unless they physically pull you in they don't know either so it goes to the number plate only.
Also go to the Traffic department and ask to see the photo, they may have taken the photo of your car, but it was someone undertaking or overtaking that should get the ticket. They also type the number in wrongly sometimes, hence I think the new number plates.
