The service industry pay scales (waiting staff, i.e.) are much lower than what others make per hour. My friend used to wait tables in college and she was paid $2.50/ hour. Now that is well below the min wage in the US, but it's acceptable to waiting staff is what I was told, because they are expected to make up the deficit or more in tips.
