Either you are local hire or international hire Noc is must to come back again as per qatar labour law,there is no rule like that for local hire NOC can be provided ,but it is totally unfair if a person is hire locally the current employer should give him release if he don't have any work,So please file a case and fight until you get justice ? but take care if employer Hand over your passport to CID or cancel your RP you are screwed.
