I had a water meter in my apartment. After a few months it stopped working and Kahramaa stopped charging me save a nominal standing charge of QR5. After a few visits to the Head Office on D-ring road (they never answered the phone or replied to the emails) they have now installed a new water meter and according to my last visit will give me a reduction i.e., refund in my water bill this month.
That's the good news! But I have had to wait 2 years (or more) for this conclusion during which time I saw my monthly bill rocket from a low of around QR30 to QR60 (which was based on my actual consumption as per the meter) to the "Qatar average for a 2 bedroom apartment like mine" of QR109 (down from a 7 month catch-up charge of QR150)!!!
As you can imagine my bill was very large. I didn't pay anything for the best part of a year and a half until they threatened to cut me off at which point I again returned to their offices insisting they split the bill and let me pay the electricity which I agreed with and withhold the water because I was disputing it. They allowed me to do this the first time but not the second.
See how you go, but you'll likely have to be patient and persistent. And the average for a villa is presumably a lot higher than for an apartment.
