Please note that I made my recommendations based on your budget (with extra headroom for options)... and mind you, these are not your typical "overclocker friendly" components.

If you want an overclocked system, check my signature out... I didn't give in to Haswell, coz they aren't good at overclocking... I will take a 4.6Ghz Ivy over a 3.9Ghz Haswell...

Please select a case, your other cooling components depend on it... I can recommmend the CM HAF XB (yes the small case) or CM HAF X or even the CM Cosmos II

I almost forgot... custom water cooling would set you back at least $300 minimum (cpu cooling only)...

Or you could check out the Noctua NH-D14 for air cooling...
