The information from his company is part correct that he can leave Qatar and enter on another type of visa and doesn't need NOC if he finds another job.

However, company can also give NOC without leaving Qatar and your husband can look for another job.

Any type of visa eg. tourist, business or work can be transferred to another sponsor as long as the previous sponsor provides an NOC. :)
