timing on the fine is wrong, its never accurate. You got the fine bcoz you have been speeding and overtaking. Did you drive near AL AZIZIYA / AL AMIR, if you drive through that area everyday. Then the fine will stick. You can try with the police and complain, but be open to spend many hours in the station. Also the result may not yield any result. Good Luck
