Off & On road performance are two very different things. Unfortunately, you'll have to give and take on something; it also depends on your driving habits. If you push hard in the streets, I'd go with better road tires. If you don't push hard on roads, tires with good "meat" perform best in Qatar's slow/stop/go roads. There's no real worry about the poor wet-weather performance of off road tires in Qatar (you'll be stuck behind someone driving really slow anyways). I don't drive as fast in an SUV, so I personally look for harder compounds and higher # thread wear; they tend to last a lot longer but give a bit less performance. Good luck.
