MYS, you cannot say that "it cant be a Qatari national for sure". because I myself had seen a drunk Qatari national driving from a restaurant in Doha. he was already shouting in the bar, me and wife were dining in the restaurant. the staff later on urged him to go by taxi, but he drove back his lexus.
again, here in my comment above, I did not say he is from any particular nationality, I was just interested whether the authorities would reveal his identity as they did last week ( if at all this funny story is a true incident). cheers mate.
