in qatar we all r slaves..by qatar law it states that u can change only to similar professions.so that qatar mudirs can get good expert service from u....but if u really want a solution,just take my advice.dont get fooled by anyone...go to ur previous PRO or any good agency guy(if u know) and pay him some good money..he will do it..u can do everything in qatar with money.dont worry
