you need to get the original Birth certificate attested by Qatar Foreign Ministery,
then go to your embassy and apply for passport (for me I applied for ID , then Passport)
after you get the newborn passport give it to your PRO with the Birth Certificate,

all process must be completed in 60 days of birth, what country you are by the way??
