Step 2 - Take the offer to your current employer and tell them politely (better to write official email, put CC to your personal/HR manager)
Step 3 - If they refuse, go to ministry and show them your performance reports , copy of your email requesting for the NOC etc..
I hope company will give you one, in the worst case scenario even if they did not give you on, you will not be having any regrets of not trying..
