I just replaced a lost Qatar driver's license today, and found the process to be simple, and the service personnel to be quite helpful.

What you will need to bring:
1) Letter of no objection from your Sponsor written in Arabic (in my case, my husband is my sponsor, and so we found someone at his workplace who helped with translating a short 3 line letter into Arabic).
2) Copy of the front and back of your Qatari ID.
3) Copy of the front and back of your Sponsor's Qatari ID.
4) One passport size photograph
5) A copy of your lost driver's license if you have it.
6) A debit card or credit card to pay QAR 10 for fees.

The lady at the service counter was wonderful to talk to. Even though she did not speak fluent English, and I cannot speak Arabic, we were able to communicate well enough for me to understand the requirements. The only thing I was missing when I first went there, was the Letter of no objection in Arabic (my letter was in English). She told me the exact list of items (as outlined above) I needed, and told me to come directly back to her counter, and she would help me.

When I reached with all the above items, she processed my application within minutes, and gave me a temporary paper license right way, with which I can drive. And, she told me to come collect the license card in 15 days, on a given date. She also told me to come in the morning of the given date, and come directly to her counter, and pick up the card. So, overall, not too difficult a process.

We went to the Traffic Headquarters in Madinat Khalifa (off of Khalifa Street). If you search for "Traffic Headquarters in Madinat Khalifa" you will find it. The building has underground parking which was very convenient.

The building itself is quite impressive, and there are plenty of service counters, making the wait times low. They even have a small cafe on the premises, where you can get refreshments while you wait, if you need to.
