1) you need to get permission to have tints on your windows from the Traffic Department (and this will be noted on your Istimara) or
2) you'll have to peel your window films off.
Chances are, if you haven't got permission to have them tinted and your registration is expired, you're going to have to go with option 2 to pass inspection, then apply for permission afterwards.
n.b. even if you have got permission, you can only tint the windows up to the maximum legal darknesst - if you put dark film on your front windows or windscreen, you'll still fail inspection. Any reputable tinting shop will guide you on this.
If you've already got permission for tints, and the inspection report is marked as failed for Legal Requirements, you need to speak to the traffic officer at the inspection centre and show him the Istimara - he will stamp and sign the inspection report to show that he has excused the failure.
