The cancelling of the Residence Permit is a relatively quick process when completed by your employer. However, in order for them to be able to cancel your Residence Permit, you would first need to ensure that any family members that you sponsor, have cancelled their RPs first and you don't have any vehicles in your name.
If you are completing a fixed term contract and moving to an employer to Oman, you will not need an NOC. However, if you had an unlimited term contract, then I would recommend that you obtain an NOC if you plan to return to work in Qatar at some time in the future.
Lastly, please be aware, once your employer has cancelled your RP, you will have 7 days to exit the country.
