@Britexpat: Thx for posting. This document does not really say if it's "added" or not to the desalinated water. Very vague. It does say it has the WHO recommended levels of 1.5...which is strange, because desalinization should remove any trace from the sea (by the way, fluoride found in nature is VERY different then what the add to the water. What they actually add is not fluoride at all. It's actually: Hexafluorosilicic acid, which is is an inorganic compound with the chemical formula and is manufactured as a precursor to aluminum trifluoride and synthetic cryolite. It is commonly used as a source of fluoride for water fluoridation. Very different then fluoride found in nature {fluorite (CaF2} FYI.
