If your new employer has not cancelled your existing visit visa then the penalty would still be going on - because as per the immigration system it shows that you are still inside the country even after visa expiry.
If your employer has applied for a work visa, then you must undergo medical test, fingerprint test before you get a RP.
Did you get any schedule of this?
I assume that your work visa is active but as per MOI system it would be entered as issued but not entered the country.
You will need to take your employer PRO to immigration department to sort this out.
