My husband is going to transfer to another company. As agreed, the present company will provide him an NOC provided my husband should secure a Bank Clearance. Though it's not a problem coz he has no bank loan, im just wondering if it is really mandatory or just a company policy?

Normally, the company issues letter to the employees stating "This letter has been issued to the employee whatever purpose this may serve, with no responsibility on the company whatsoever". So it is not the company's botheration.

It will do no harm if he acquire a bank clearance (although it's a bit weird for a company to ask one, or it might be a weird company policy).
I believed the bank can easily provide him one. Just acquire one if that can help to get out of that weird company.
