Busines visa can transfer in to working visa

my brother in law is coming next month here in Qatar. He has business visa but maybe if he can find job here, his business visa can be transfer in to working visa? Because I heard some rumors that there is new policy the business visa cannot be transfer in to working visa...Please help me...Thanks

From my knowledge a business visa can never be transferred to a work visa. A bussiness visa is sponsored by a company, and if he finds work with another company they will have to apply for the visa for him and he will have to exit the country and return on the new visa.

You do know that business visas for visit purposes are illegal right?
