I am applying for a visa for my daughter who is already 22 yrs. old and it was denied for the reason that my daughter is too old.The Labor Department told me the allowed age is untill 18 yrs old.

Either get her a sponsorship. Or get her in for temp and then get her into college or uni to seal-in a visa(student).

If you have family status, then bring your daughter on family visit (for a month initially and subject to be extended for 5 more months after medical fitness). Meantime, ask her to find a suitable job with some company and employer will provide sponsorship for her.
