Can a employer deny NOC even if he don't have any employment opportunity with him ??
I am going to finish my employment contract ...since my employer dont have any new contract. Giving the same reason he is releasing me from the project with many. The bad thing is that the company didn't give NOC to any of his employees in past. Since I am planning to do some business here I need NOC ... I requested politely ..but no use... What I can do legally to get it ???
Is NOC required from employer for registering the company ??

It is really injustice and inhuman behaviour that they have no job and not allowing to work outside. It is true that so many are send back to home country for this purpose. For your case if you wanted to do business go and come back under business visa and can keep on exit every two months to complete the 2 year ban period. This is the only possible way and later when you start business with a Qatari partner ask him to talk to your employer.
welcome to Qatar. the guys are right. pack your bags. no other way out. infact you cant even come back after sometime as at some point or the other you will need an noc from your previous company.
if u want to do some business, you would obviously be choosing a qatari partner. may be u can ask him to speak to ur employer (the sponsor). most of the times i have seen that since qatari's themselves are not too huge in population, they seem to know each other..
even if they didnt, whats the harm in trying anyways :)

u can legally start packing and get ready to go back home.
