I COMPLETED ONLY 4 MONTHS IN A COMPANY WHEN THE COMPANY INFORMED ME THAT IT IS LAYING OFF AND I HAVE TO GO SEARCH FOR ANOTHER COMPANY. THIS COMPANY IS READY TO GIVE NOC. ANOTHER COMPANY OFFER ME A JOB PROVIDED IF THE RP CAN BE TRANSFERRED HERE WITHOUT GOING BACK TO MY COUNTRY. IS IT POSSIBLE FOR ME TO TRANSFER MY VISA HERE WITH A NOC FROM THE PREVIOUS COMPANY?

it is not your fault that your company is laying off, if they gave you NOC then it is very possible to get job to another company and transfer your RP to them.

generally you have to wait for two years if it is your first job to have a sponsor change. but maybe in your case there could be a leeway.
