You will need the residence permit of your wife and yourself to be able to sponsor your daughter. so, might as well get another visit visa or a tourist visa for your daughter.
We did this visa thing 3 years ago, I still didn't want to go to Qatar then because I just finished Uni.. anyway, I had to go to Qatar with my mom to sort out the family visa. Once that has been arranged, your daughter can leave the country anytime she wants without having your wife travel with her.
