Can a qatar work visa which was never been used be cancelled or replaced?

Sometime 2 months ago, a Qatari was looking for a staff to work in his little shop. A Filipino applied for the vacancy. Upon sending the copy of his passport, a WORK VISA was secured by the employer. A copy of the visa was received by the applicant that makes him decide to resign from his job. Now that the applicant is ready to come to Qatar, the employer changed his decision by asking the applicant to pay the agency fees or deduct the fees from his would be salary. The applicant, since not having a guarantee and clear contract, decided not to come. In case there's another chance for the applicant to work in another company, can the existing visa be revoked or cancelled and be applied by another employer?
Just wait for 3 months if the applicant did not pursue to come here in qatar automatically his visa will be canceled and not valid.Hope it helps.Godbless..!!
