Its not required for the work visa of the one who is employed. But when you need to apply for your family visa, that is your spouse and kids , you need it to be attested from India and the ministry here as well.

To get family visa, several documents to attached with your applicaion, Copy of marriage Certificate, child's birth certificate and Educational Certificate of your husband should be attested by Embassy and then attested by Ministery of Foreign affairs , Stat of Qatar.
