A company send me a work visa in 2007 which I declined. My visit visa rejected. now Is this because of 2007?

A company send me a work visa in May 2007 which I declined due to personal reasons. Few days back my visit visa application rejected by Immigration. Is this because of the old 2007 Work Visa ? When checked, tt is shown as expired in the Ministry of Interior website.

You should get the NOC from that company even if you didn't start the work there. You are still in the system! Or wait for 2 years and then come to Qatar. These are the rules here.
