Convert my visa to a new sponsor

Hi, I am working now in Qatar and I am looking to transfer my work visa to another sponsor, and the problem that may I face is that my current sponsor may not give me NOC letter, so can I do transfer my visa without this NOC letter? I heard that I should stay outside Qatar arroung two years until I can get a new work visa, can I do convert visa without staying this period, any advice, plz

What about if my new employer will be a government organization? should I need still NOC letter to convert my visa?

You need an NOC from your current employer so that you can transfer to a new company. However, if they will not provide you with an NOC, and they will cancel your visa, then you have to leave Qatar and come back after 2 years.
