Delay in RP & Qatari ID

Hello, I am in Doha since last 3 month on work visa. My Medical & Fingerprinting completed on 27-Dec-11 and the application with Passport submitted to department of external affairs on 29-Dec-2011 but still i have not got my RP stamp on passport & Qatari ID.

Status at MOI website showing "Already received this request at the Department of Expatriates Affairs" since 29-Dec-11

Can any body suggest me why this much of delay in issuing RP & Qatari ID? Is this a normal?
