Difference between Release and NOC

Dear QLer's,
Can any body state the difference between giving release and giving NOC for a employee??
Appreciate if someone can throw light on what are the conditions required for the same.

Here is the basic difference...
An NOC: The NOC giving employer has no objection on your immediate employment within the country however he will not let go the visa with you. Your new employer has to provide you a valid visa to employ you. You'll have to take an exit from the country and return on the new visa. Finger print, medical etc. will follow as if you are a new entrant to Qatar.
A Release: The releasing employer will let you go out to work along with the visa that he obtained in your name. Your new employer does not have to get a visa issued in your name since the same visa can be transferred to the new employer as your new sponsor. You don't need to take an exit. As a convention you also enjoy the right to ask for your visa when you resign or the company wants to terminate your employment for any reason.

(b) You are exiting Qatar and want to come back to join another company within two years. Your sponsor may provide you NOC to come back and join the other company/sponsor.

Troubleshooter is almost there but I would want to put it this way.
Release: You have completed 2 years working in Qatar and got an opportunity to work for another good one, you need release (Present sponsor is releasing you to join another company/sponsor) from your current company to join the new company.
NOC: (a) You have completed your 1 year in Qatar and wanted to join the company in between. The present sponsor may give you NOC (Present sponsor has no objection if you work for another company/sponsor) to work for another Company without exiting the country. This NOC will be valid for 6 months and can be renewed for twice.
(b) You are exiting Qatar and want to come back to join another company within two years. Your sponsor may provide you NOC to come back and join the other company/sponsor.

A release and an NOC would seem to be the same thing - uust different words.
Release: If you are working in a company/sponsor for more than two years and they have no objection to change your sponsorship to any other company. In this situation you don't have to exit the country.
NOC: If you are working in a company and leaving the job and going back to your country. In this situation you can come back to Qatar only after 2 years. If your sponsor is providing NOC you can come back on any other company's visa and work here without waiting 2 years.
