Does moving to a government sector job require the NOC from current Employer?

I am working for a private sector IT company in Qatar for the last 21 months. Recently i got an offer with better salary package and benefits from a government organization. But my manager is not likely to give me the release to shift to the governement organization. In an informal chat with him, he had hinted that i need to complete at least 3 years minimum for obtaining a release. But the same guy had allowed one of my colleagues(with almost the same duration in the co.) to move to another firm. So is there any recent rule that one should complete 3 years for obtaining a release? Also do gov firms have any special privilages when seeking to recruit professionals from other firms?
