exit permit without father in country?

is it possible for me to obtain an exit permit without my father being in the country ? i can get his signature on the permit as i will be returning within 4 days of entering, i can get his id card and a copy of his passport.. basically i have everything i need except his presence in the country... so would that be a problem ??

have him sign the paper make sure his sig is on the ID and your good to go
