Yes, you can stay for maximum of 90 days (count days, not by months) from expiry of your RP without paying any fine. But if you stay beyond 90 days without RP or visa, then you wil pay fine for each day of your overstay from 90 days.
from how i understand it, a person with an expired RP may stay in Qatar for a grace period of 3 months. this is to give the person a chance to look for another employer to sponsor him, or time to renew it if he's with the same sponsor and just forgot to renew the RP.
however which way, you will be penalized for the overstay when you renew it, or when you exit the country.
