F1 visa for Indian students in Qatar

I am an undergraduate in chemical engineering waiting for f1 visa from an American university for my graduate studies .Can any one tell if US embassy in QATAR is providing F1 visa to indian students from Qatar . I know two of my dads colleagues whose daughters have received f1 visa but it seems that they are not giving f1 visas to "Indian male" from qatar .Besides its a different story for Education city students studying over here in qatar, so leave out their cases . please help me on this :-(. One of my male(indian) friends applied for f1 visa twice and was rejected . let me add to the same that he was applying for flying school over there.

i just want to know if the aforementioned is true or not

Not True, as long as you have an R.P. in Qatar, you can apply and get it if you Qualify.Good Luck
