Family Visa Expiration date and Renewel or Extension

Dear All,

My family visa (wife and daughter) obtained in Augest is going to expire in feburary, 2013.
They didnt come and cant travel before March due to some health issue.
Is it possible to obtain new visa after expiration of current visa or get this one renewed?
What are the requirments for time extension or reapplying new visa?
It was already extended once till feburary and this will be thrid extension.
Incase they didnot extend, will they object on new visa because she didnt travel on first?
This is very importnat and really need someone's feedback

Is there will be any impact on new application because they did not travel before first visa expiration?
