I have checked. Anyone entering Saudi needs to apply visa prior to travel. It is different for Saudi as Saudi residents can get visa of all GCC on border.
Why dont you check with the Saudi Embassy in UAE or Qatar? They would give you a better answer.
Saadi703, Can you get a Saudi transit visa at the border. I am planning to go to UAE/oman in eid holidays. Earlier, I got the transit visa prior to travel.

Ask your friend to call qatar embassy in UAE and tell them about his craft and ask them that whether he can get visa on arrival or not. Some crafts do get visa on arrival (GCC residents only) like engineers, doctors and lawyers etc. I dont know about the complete list.
I am an engineer and when ever I go to any GCC country I get the visa on arrival at airport or on border if I go by road and I have gone to UAE, Bahrain, Kuwait and Qatar in the same fashion.
check with qatar airways or hotel around see if they can sponsor him just for visit. all the best
Everybody is right everybody is wrong, it depend where you stand
