We need to relocate from Dubai to Doha on a very short notice. My wife is 33 weeks pregnant and we would like to know whether she would be able to give birth in doha only on a visit visa just in case we cannot get a full residency visa on time.

Its fine. But it better for you-- as the husband to get a residency firstso you can sponsor the child after delivery.
