How can my baby go home if he doesn't have visa?

My baby was born here in Qatar last 24 December 2012. Unfortunately, when i was around 8 months preg. my husband lost his job. After my baby was born and we got the BC and passport we tried to apply my baby's visa under my sponsorship but the immig. didn't allow as it's supposed to be under my husband's (he was a cook by the way). We tried to find a job until now but so unlucky that the companies who were willing to hire him are not going to give him NOC for him to sponsor his child. So now we're giving up and deciding to send our baby back home (Phils.).
I know we are up to penalty of my baby's stay here and it's so sad for our part since there's only one of us whose getting a fixed monthly income.
Is there anybody here who's been or know what exactly to do in this kind of situation? Your helpful answers are highly appreciated.

options are, 1. file a vacation leave and bring your baby back home

or

let your baby stay as long as you are willing to pay the penalty.

I think you have no other option than sending the baby home by paying the penalty for staying without a visa or RP.
