They will check your passport and tell you of you are eligible for visa on arrival. Only professionals like Managers, Engineers, Doctors, etc. are usually eligible for visa on arrival.

IF you have valid RP in any of the GCC countries you can get entry visa directly at the airport.
you Can NOT have RP for two GCC countries at the same time.
If you will relocate to Qatar, your UAE RP must be cancelled first and u get a new one in Qatar.
