One of my friend, working as engineer in Saudi Arabia back home in India on vacation. He now got a better opportunity from Qatar. Is it possible to come and join here without cancelling the current Saudi visa?

They will not stamp Qatar work visa without proof of cancellation of Saudi work visa. Been there done that. Proof of cancellation is a "CANCELLED" stamp on the visa AND the receipt for the cancellation fees.
Yes,possible after six months out from Saudi Arabia. By that time the Saudi visa automaticlly get cancelled and the questain of two GCC visa at a time does not arise
No. He should resign properly from his Saudi job and cancel his residence. It is not possible to be resident of TWO GCC countries at the same time.
if he don't returnn to saudi within 6 months his Iqamma will expire there and will not be able to return to saudi arabia.so if the package is good here then why not let him take the job here..
