The answer is: NO. It is not true. You can transfer your sponsorship before you finish 2 years (or even 1 year), but with one condition: you need to have NOC. Since you say the Company is giving it to, it shouldn’t be any problem to transfer the sponsorship.

If you are being terminated , you can request for an NOC from them ( As suggested by MagicDragon )
But if you are leaving your own, ( resigning ), then they can always refuse to give one.
Maybe begging on your knees will help, spike.
Yes, you may ask even if you have not completed 2 years. But the NOC is solely at the discretion of your previous employer.

NOC is all you need from your previous company..
