Long Doha Transit. Can visit family outsid?

My brother is coming from Pakistan and going to Italy, through Doha.

He will be having 18 hours stay in Doha Transit.

My Question:

Would He be able to come out to visit us or He wouldn’t be allowed to come out.

He tried to get hotel from Pakistan for this purpose but was not successful. He is travelling through Qatar Airways.

People say it is very easy, please tell me how it is easy as if I need to get his visit visa then I have to produce my sponsor letter and need to do several things, before I proceed to immigration and I am not in Doha now.

The day I come in Doha, it would be too late to do all these things.
