Need ur advices

I'm working here in Qatar since 27 Dec 2008 as Office Supervisor; and and my company is a sub - contractor until the main contractor finished their contract and my company became the contractor. Now our company didn't renewed the contract with the main company; my problem is they are willing to transfer my place of work and position in ras laffan; from supervisor to front desk with a little bit lower salary than what I have today;my company promised me to give an NOC if I can give them an offer letter; I've secure my offer letter and the problem is my company advice me to give my NOC once I arrived in the Philippines; is this possible? What I want; since that I have my cousins here in Doha; I can stay with them while I'm securing for any work related to my skills; my questions are:
1. Is it possible for me to stay with my cousins while I'm waiting for the release of my NOC?
2. Is there any violations from Qatar labour law which I can file to my former company if they don't like to issue my NOC since the project is finished?
3.How does the gratuity or length of service is being compute?

You can stay in Qatar as long as you have valid residence visa, you can then secure a new job. collect their document copies, like offer letter, application letter, company registration, computer card, sponsor id, municipality license of new company and give to old company for release. Once they sign release you can join new company. no need to go outside the country. It is the choice of your sponsor to release you or cancel your visa. You can ask for release or noc, it's the company's discretion to give or not. Not less than 75% of your basic salary per year of service. With release you can join a new company. with noc you can do work at other company maybe part time. there is a difference between the two

As far as I know:

1. You can stay in Qatar as long as you have valid residence visa.

2. Your former company which is your sponsor doesn't violate any law for not giving NOC. You can ask for it, it's the company's discretion to give or not.

3. Not less than 75% of your basic salary per year of service.
